Terrorism and counterterrorism have undergone significant evolution over recent decades, driven by changing geopolitical landscapes, technological advancements, and shifting socio-cultural dynamics. This paper, titled "Terrorism and Counterterrorism: Evolving Tactics and Responses," examines the transformation in both terrorist strategies and counterterrorism measures. It provides a comprehensive analysis of how terrorist groups have adapted their methods, from conventional attacks to cyber and decentralized operations, and how counterterrorism agencies have responded in kind with innovative tactics and policies.
